USC Institute for Global Health Associate Director Heather Wipfli addressed Occidental College today to describe the negotiation process of the World Health Organization Framework Convention on Tobacco Control. Drawing from her experience as a technical officer in the WHO secretariat responsible for the negotiations of the landmark treaty, she shared insights on the contentious discussions surrounding trade and how trade litigation has been used in the post-FCTC era by transnational tobacco companies to resist public health regulation.
